Overview

Seven-stage certification pipeline.

The Certificate.School evaluation methodology is defined in CS-FW-001 (Certificate.School Evaluation Framework). Every certification follows this seven-stage pipeline, with independent oversight at each stage and full auditability of decisions.

1

Eligibility Verification

Applicants submit credentials, experience documentation, and professional references. Each application is evaluated against published eligibility criteria specific to the certification level and domain. This stage ensures assessment resources are allocated to qualified candidates.

2

Profile Construction

A comprehensive competency profile is constructed from the applicant's submitted materials, professional history, and self-assessment. This profile maps to the domain-specific competency framework defined in the governing standard.

3

Knowledge Assessment

Structured assessment of domain knowledge through a combination of written examination, case analysis, and scenario-based evaluation. Assessment instruments are validated against the competency framework and regularly calibrated for consistency and fairness.

4

Behavioral Evaluation

Applied assessment of judgment, decision-making, and practical competence through simulated scenarios, structured exercises, and behavioral observation. For Human Judgment Certification, this stage integrates HAPI framework assessments to measure calibration and cognitive quality.

5

Peer Review

Assessment results are independently reviewed by at least two qualified assessors from the relevant department's review panel. Peer review ensures consistency, catches assessment errors, and provides a calibration mechanism across evaluators.

6

Final Review & Decision

A senior review committee evaluates the complete assessment record and peer review findings. The committee makes the certification decision based on the published criteria, ensuring all standards have been met. Appeals processes are available for unsuccessful candidates.

7

Certification Issuance

Successful candidates receive a digital credential with a unique Certificate ID, verification URL, and public registry entry. Credentials are valid for three years, with renewal requiring demonstrated continuing competence and professional development.

Quality Assurance

Built-in oversight at every stage.

QA-1

Dual Assessment

Every assessment is independently scored by at least two qualified evaluators, with reconciliation protocols for discrepancies exceeding published thresholds.

QA-2

Calibration

Assessment instruments are regularly calibrated through statistical analysis, inter-rater reliability studies, and benchmark candidate exercises to ensure consistency.

QA-3

Audit Trail

Every assessment decision is fully documented with an auditable trail. Annual quality reviews examine a random sample of certification decisions for standards compliance.
