Certification shall reflect genuine competence, not credential accumulation. Assessment methods must be psychometrically validated and regularly calibrated for fairness and consistency.

Each standard undergoes mandatory annual review. The responsible department committee initiates the review process and identifies areas requiring update.
Proposed changes are published for a minimum 60-day public comment period. Comments from certified professionals, enterprises, and the public are systematically reviewed.
The standards committee reviews all comments, consults with advisory board members, and develops the final revision. Dissenting views are documented.
Updated standards are published with a clear effective date, transition guidance for existing certificate holders, and a change log documenting all modifications.
